I get the 4-H. but, in a county where the north fork of the Shenandoah River is polluted by animal waste, does adding more untreated animal waste to the river make sense?
and in a county that's stuck in the last millennium, is this any way to attract new development--like the rest of the forward-thinking world is doing?

Oliver Wendell and Lisa Douglas would be pleased. They could move to Shenandoah County and have it all! (as long as they don't mind living near a polluted river that's the source of drinking water for many of the county's residents and living in a county that's stuck in the last millennium.)
