"The problem centers on a buried French drain system, likely installed in the late 1980s, which has become completely clogged with sediment. The system never piped water off-site, instead relying on gravel cavities to hold runoff until it could filter into the soil. It's a capacity it no longer has."


I'm shocked!!! 

In the late 1980s, no engineer worth his/her salt would have recommended a french drain as a solution for a public drainage system that "...collects water from Fort Street, Massanutten Street, and surrounding elevations". 

Even savvy homeowners in Strasburg in the late 1980s would have known that french drains in Strasburg, with its impermeable native soil and geology, are unsuitable for even small drainage area applications. 

When will the Mayor, town council and town staff learn that repeating the same mistakes over and over again yields the same results?

"In Virginia, when a reassessment will cause total real estate tax collections to increase by 1% or more, a locality must reduce its tax rate enough that the amount of revenue expected to be collected in the upcoming year doesn’t exceed 1% more than what was collected previously. In essence, the tax rate must be reduced enough to keep the annual collections about equal."

Maybe. Maybe not.

More importantly, are the town and the county in conformance with Virginia law?
Maybe. Maybe not. All I know is our real estate tax increases over the past few years have skyrocketed.
