one of the basic services of local government is to communicate important information to its citizens completely and accurately and in a timely manner. 

question: how does the town communicate important information to its citizens?

answer: it doesn't. 

question: doesn't facebook count?

answer: no. (1) not every citizen has a facebook account. (2) those who do don't check it every hour for important information from the town.

question: doesn't the town's website count? 

answer: no. see (1) and (2) above. substitute "PC" for "facebook account".

question: doesn't the flyer that comes with the water bill count?

answer: no. it comes only once a month.

question: don't the NVD, WHSV, the River 95.3, etc. count?

answer: no. it's not their job to communicate important information to town residents completely and accurately and in a timely fashion.

the town gets an F for communication of important information to its citizens completely, accurately and in a timely manner.
