Yes, Town Manager Coggsdale, we're all aware that "the process of switching providers isn’t simple, particularly when it involves replacing bins and maintaining uninterrupted service. (You) can’t just switch it within a seven-day period very easily". 

Nevertheless, it's the town's responsibility to provide reliable waste collection service that its citizens pay the town for. Figure it out.
