the obvious answer to a simple problem

Problem: WM fails to pick up the trash on schedule again. 

Why? Because it's cold "in the south end of the county and the Harrisonburg area". 

Why should weather in the county south of Strasburg affect trash pickup in Strasburg? or vice versa? It shouldn't. 

This is what happens when services that the town is responsible for are outsourced to a company that can't provide the services on schedule and there are no penalty clauses in the contract when they fail to do so.
